Sounds like you may have Searchable Image set for the output PDF, and if
so, it may be that FR doesn't output tags in that circumstance... which
is silly, but entirely possible.
I'm going to assume for the moment that you want PDF/Formatted Text and
Graphics, not PDF/Searchable Image.
Use FineReader to create the PDF without tags. If accessibility is
really what you are going for, you'll need to correct all the OCRed
text.
So, output the PDF (to a formatted Text and Graphics PDF), open in
Acrobat. You should now be able to Add Tags. Now you can being to
quality-control and check your tagging.
